Introduction:
The Australia Indonesia Partnership for Justice (AIPJ) is an AusAID-funded program managed by Cardno Emerging Markets.

AIPJ is designed to assist the Government of Indonesia in its justice reform efforts.  The focus of AIPJ is on working with national-level law and justice institutions and agencies to transform the high-level reform commitments made by Indonesia into concrete improvements in the way the community interacts with the law and justice sector.  AIPJ’s goal is “increased access to better quality legal information and services” through “strengthening ... Indonesia’s leading law and justice sector institutions to become more effective and eventually provide more cost-effective, accessible and predictable legal services and information.”

AIPJ has the following program outcomes:

* Improved judicial dispute resolution systems for marginalised groups (including the poor, women and people with a disability);
* Prosecutorial agencies better able to process corruption cases;
* Increased public access to and use of legal information, particularly relating to human rights (including women’s rights) and anti-corruption;
* Improved framework and delivery of a legal aid system;
* Increased capacity of civil society organisations and national commissions to support Indonesian law and justice sector reform efforts.

Scope of Work:

AIPJ is seeking a Senior Adviser to support the AIPJ team in ensuring quality monitoring, evaluation and learning of the program.

The key broad responsibilities for the Senior Adviser are:

* monitor and provide inputs in support of the implementation of the AIPJ Monitoring & Learning (M&L) Framework;
* work together with the AIPJ M&L Manager in the implementation of the M&L Framework;
* maintain, review and update (as necessary) the M&L Framework;
* provide inputs into program planning and activity design processes and reporting as requested.

More specifically, the work of the Senior Adviser will include the following:

* facilitate the two-monthly end-of-program outcomes (EOPO) review meetings;
* provide inputs into the development of new EOPOs and (as required) the revision of existing EOPOs, in consultation with relevant partners and AusAID;
* provide inputs into the design and / or implementation of in-depth M&L activities;
* mentor, guide and support the M&L Manager;
* provide inputs into M&L reporting;
* develop AIPJ six-monthly reports;
* provide inputs into regular reports for Bappenas and monthly activity status reports for AusAID;
* contribute to annual plans and related analysis, including advice on activity design and M&L issues;
* oversight and provide inputs into the collection of data for, and analysis of, sector outcome indicators;
* support implementation of partnership monitoring by AusAID;
* provide monitoring, evaluation and learning support to the AIPJ team as necessary;
* share findings among key stakeholders to support performance improvement;
* ensure the continued relevance and appropriateness of the M&L Framework for the duration of the program;
* provide inputs into the program’s strategic framework, including assisting the team to develop additional end of program outcomes;
* liaise with AusAID in relation to QAIs and other reporting requirements, including the Annual Program Performance Review (APPR) and Sector Performance Assessment Framework.

Indicative Duration & Timeframe:

The Senior Adviser will be engaged for up to 150 input days from October 2012 to 31 May 2014, with the possibility of additional input days as appropriate. 
The timing and nature of inputs will be agreed following consultation with AIPJ senior management and the AIPJ M&L Manager.

Selection Criteria:

· Relevant degree that includes a research dissertation component.  Alternatively, evidence of training in advanced research or evaluation design, conduct and management.  Short professional development courses in M&L are not considered advanced training. Where a degree in research or evaluation methods has not been completed, evidence of quality of research or evaluation activities previously designed and conducted will be required.
· At least 10 years experience working in development, with at least 7 years experience in monitoring, learning and evaluation, with demonstrated career progression.
· Demonstrated practical experience in designing and / or implementing M&L Frameworks in a development context; experience in designing and / or implementing M&L Frameworks in the legal and judicial sector would be highly desirable.  This experience should reflect:
- expertise in developing a fully elaborated M&L Framework which includes the design approach, articulation of M&L questions, development of sound methods and tools, conduct of data collection activities, analysis of data (or supervision of such), interpretation and dissemination of results and report preparation;
- sensitivity to the difficulties of implementing development programs (and their M&L Frameworks) in complex settings;
- ability to facilitate learning from M&L findings with implementation teams and other relevant stakeholders;
- ability to breakdown and communicate complex concepts simply with a range of stakeholders in multi-cultural settings.
· Demonstrated ability to breakdown and communicate complex concepts simply with a range of stakeholders in multi-cultural settings.
· Experience in managing and mentoring personnel.
· Experience working with international donors; experience working with AusAID and an understanding of its M&L standards would be highly desirable.
· Demonstrated on-going membership of a domestic or international evaluation society, or other demonstrated commitment to keeping up to date with the theoretical and practice developments in the field of evaluation.
· Fluency (speaking and writing) in English with strong written and oral communication skills.  High-level speaking and written Indonesian language skills would be an advantage.
· Knowledge of development issues in Indonesia and in the Indonesian law and justice sector.

Position details

Duration: Up to 150 inputs days from October 2012 to 31 May 2014 (with the possibility of additional input days)
Remuneration: This position will be remunerated in line with the AusAID Adviser Remuneration Framework.  The position is classified as Discipline Group C, Job Level 3.
